Board grants jurisdiction on Filbert Street permit after mixed historical records

The San Francisco Board of Appeals on May 14 voted 5-0 to grant jurisdiction to hear an appeal of building permit 201403201296 for 1020 Filbert Street.
Nancy Conway, attorney for Maria Marangi, told the board the family has lived on the parcel for decades and that city records differ on whether structures on the lot constitute one single-family dwelling or multiple units; she said water-department and Sanborn-map evidence suggest more units than the permit indicates. “She and her family have lived in this property for more than 40 years,” Conway said, urging the Board to review the permit history.
Zoning Administrator Scott Sanchez and Senior Building Inspector Joe Duffy reported conflicting archival records: assessor and water- department entries, Sanborn maps and an older 3R report did not consistently show the same unit counts, and DBI records produced a building-card history that looked incomplete. Staff recommended allowing a jurisdictional hearing so missing documents (assessor records, older permits) can be examined.
The Board voted 5-0 to grant jurisdiction and notified Ms. Marangi she has five days to file an appeal to contest the permit.
