The San Francisco Planning Commission took a series of formal actions at its October meeting, certifying an environmental impact report, forwarding recommended legislation to the Board of Supervisors, and approving several conditional‑use and discretionary projects.
Most significant, the commission voted unanimously to certify the final environmental impact report for the Lower Crystal Springs Dam improvements project, after staff described the EIR process, public comments and a project variant that would add low flow fisheries releases. Staff noted the EIR identified significant unavoidable impacts and advised the San Francisco Public Utilities Commission that adopting the project would require a statement of overriding considerations under CEQA.
On land‑use and policy matters the commission voted unanimously to recommend that the Board of Supervisors proceed with Supervisor John Avalos’ wireless ordinance that moves permitting of personal wireless facilities in the public right‑of‑way to the Public Works Code, adds public notification, and establishes a three‑tier review process. Staff and the supervisor’s office described the proposal; the hearing included extensive testimony from neighborhood residents, public‑safety advocates and industry representatives.
Commissioners also approved a set of local development actions and conditional uses: a conditional use for reduced off‑street parking (4563 & 4565 Mission), a conditional use to add antennas at 20 Woodside Avenue (Verizon) passed 5–1, and a conditional use for a district‑serving canine day care at 130 Turk Street was approved with staff conditions. The commission took discretionary review and approved a rear addition at 640–642 Shotwell Street with direction protecting side‑yard character and recommending a modest rear‑yard variance; a 6‑story mixed‑use project at Van Ness/Filbert was approved with design guidance; and a proposed Balboa Street addition was approved after the commission removed the project’s proposed fourth floor.
Most of these actions involved roll‑call votes recorded on the record. The commission listed motions and outcomes on the dais following staff presentations and public comment.
