For 3131 Mission Street, Diego Sanchez (planning staff) recommended not taking discretionary review and approving the ground‑floor conversion because the unit is vacant, no tenants would be evicted, and the change fits the neighborhood commercial pattern. Commissioners discussed preserving multi‑bedroom housing stock but ultimately voted to approve the conversion with recorded ayes and one no vote.
Both approvals were recorded with standard conditions required for conditional‑use and conversion permits.
