Andrew Junius, representing Richmond’s Fire Properties and the project sponsor, argued the CEQA materials had been available and that the sponsor’s team — notably key architects — were unavailable for the earlier hearing. Commissioners weighed neighbor participation against the sponsor’s scheduling constraints. After an initial tie on a motion, Commissioner Gordon offered a substitute motion to continue items to Aug. 12; the motion was seconded and passed unanimously on roll call.
The continuance preserves additional time for both public review and sponsor presentation; staff confirmed the items will be calendared for Aug. 12. There was no final action on the EIR or companion merits at the July 22 meeting.
