Board of Appeals Upholds Permit for 819 Bridal, Denies Neighbor's Appeal

The San Francisco Board of Appeals voted unanimously Jan. 8 to deny an appeal against an alteration permit for 819 Bridal Street and to uphold the Department of Building Inspection'issued permit.
The appellant, represented at the hearing, argued the proposed 16-foot rear extension would block sunlight, reduce privacy and effectively turn a small single-family house into a multi-unit dwelling. "The current 2 and a half feet already blocked our view, and we can only have minimum view right now," the appellant's representative said, urging limits on the scope of the work.
Planning staff said the permit followed the city's residential design guidelines. Scott Sanchez, zoning administrator for the Planning Department, said the project underwent pre-application outreach and an in-house residential design review. "I do share the permit holders' claims that I think those would have a minimal impact on the direct light to the property," Sanchez said, noting the subject property is northwest of the appellant's lot and that a change from a parapet to a fire-rated roof reduced the building's apparent height.
Commissioners weighed concerns about the size and precedent for further expansion on the block but noted that view is not protected under the planning code while light and air impacts were deemed acceptable under the residential design rules. After rebuttals and discussion, a commissioner moved to deny the appeal and uphold the permit on the basis it is code-compliant. The board recorded a unanimous vote in favor of the motion.
The board's decision upholds the DBI permit as issued; no additional conditions were imposed by the appeals board. The case was closed at the meeting.
