The Planning Commission unanimously adopted a mitigated negative declaration and approved a conditional use authorization for the University of San Francisco’s proposed Center for Science and Innovation after the University Terrace Association withdrew its appeal following a negotiated settlement.
USF leaders said the CSI will modernize science teaching across the university and serve as a hub for student research, community outreach and interdisciplinary work. "This center will help us continue our mission onto the future," Provost Jennifer Turpin told the commission, stressing USF’s civic work and student diversity.
University and neighborhood representatives described months of negotiations that produced additional conditions on construction hours, truck delivery restrictions and other community protections. Planning staff revised the PMND where necessary and recommended adoption; the commission accepted staff’s recommendation and added the settlement‑driven findings into the record.
Commissioners and neighborhood leaders praised the mediated outcome; several said it showed neighborhood institutions and the university can reach durable agreements that reduce litigation and clarify implementation. The motion to adopt the PMND and approve the conditional use passed unanimously.
What’s next: USF will proceed to building permits and must comply with the mitigation measures and the settlement conditions the commission recorded.
