The Planning Commission recommended to the Board of Supervisors an amendment to the Castro Neighborhood Commercial District code on Thursday to open certain eating and drinking uses to conditional use review. Sullivan told commissioners there is no numerical cap in the proposal and staff recommended approval because it would allow case‑by‑case review and neighborhood input while encouraging retail vitality on Castro Street. Steve Adams, president of the Merchants of Upper Market and Castro (representing about 300 members), testified in support and told commissioners the change would help small retail businesses attract customers.
Commissioners emphasized neighborhood specificity and agreed the ordinance includes local controls (section 312 notification) and safeguards against undesired fast‑food chains; they voted to recommend approval to the Board of Supervisors unanimously.
