The commission voted on two routine land‑use items during its April 6 meeting: a conditional use authorization for a Subway at 195 Sixth Street (case 2009.1185C) and a legalization of an existing small self‑service restaurant at 2859 Mission Street (case 2009.0953C).
Corey Teague, planning staff, described the 195 Sixth Street proposal as a 1,500‑square‑foot formula retail restaurant sited in the Selma NCT District and the Soma Youth and Family Special Use District. The commercial unit has been vacant since the building’s construction in February 2006; staff recommended approval with conditions, noting this would be the district’s second formula retail use and it could provide entry‑level jobs and enliven a long‑vacant storefront.
Representatives from the Redevelopment Agency (Olsen Lee, Erin Carson) said the Plaza Apartments building is affordable‑housing stock serving formerly homeless residents and that lease revenue will help support the building and the services it hosts. Community members and the South of Market Project Area Committee expressed support in public testimony; one property owner submitted a letter of opposition that was distributed at the hearing. Commissioners asked staff about special‑district conditions and signage controls; staff explained signage would require a separate permit and any window signage must meet Article 6 sign limits.
Commissioner Lee moved to approve the conditional‑use authorization and the motion passed 6–1, with Commissioner Moore voting no.
On the Mission Street item, staff said La Torta Sabrosa had operated since February 2004 and that the present tenant had relied on the prior use; staff recommended approval because there were no active health or building violations and little new construction was required. Commissioners discussed cross‑department referral and permitting processes; staff explained that many small tenant improvements do not trigger referral to planning and that Southeast staff is increasing outreach to prospective tenants. The commission approved the Mission Street item unanimously.
