Design for Development presented for Treasure Island; staff, CAB and commissioners outline schedule

Planning staff and TICD presented the Design for Development (D4D) for Treasure Island and Yerba Buena Island, covering land use, sustainability goals, transit hubs, seismic and sea‑level strategies and a schedule that anticipates a draft EIR in late June and EIR certification by year‑end.
Planning Department staff and the Treasure Island Community Development design team presented the Draft Design for Development (D4D) for the Treasure Island and Yerba Buena Island redevelopment project and described next steps in environmental review. The D4D frames land use, open space, transit, sustainability goals (including LEED ND aspirations), seismic stabilization strategies and phasing assumptions for up to 6,000–8,000 residential units in the illustrative plan.
Michael Timeoff of the Office of Economic and Workforce Development summarized the project schedule: the draft EIR is expected in late June with a joint hearing with the Treasure Island Development Authority (TIDA) in July; staff anticipates certification of the final EIR toward the end of the year with potential final approvals and conveyance actions in early 2011. Design team representatives described changes from earlier concepts, including refinements to ferry terminal placement, open‑space priorities, flexible massing and an emphasis on green infrastructure and sea‑level‑rise adaptation.
Commissioners asked detailed questions about seismic stabilization, phasing, affordable housing timing and transportation (including ferry and WETA coordination). The Citizens Advisory Board chair told the commission the CAB is inclined to endorse the D4D, and commissioners praised the level of technical work but asked for further briefings on phasing, infrastructure funding and implementation details. Separately, the commission approved a sponsor request to remove U.S. Coast Guard lands from the project boundary by unanimous roll call.
Next steps: staff will continue to refine the D4D and release the draft EIR; public and agency comment will be accepted per the EIR schedule and the commission will consider the draft EIR and related actions in summer 2010.
