John Quang (DPW) told the board DPW considered nearby vendors and determined that a Starbucks and a Jamba Juice across the street provided similar beverages, making the location unsuitable under the department’s criteria for mobile food placements. Nearby merchants testified they were not notified and opposed the cart. The board considered the record and the department’s analysis and voted 4-0 to uphold the denial on the basis of DPW’s evaluation.
The decision leaves DPW’s original denial in place; the applicant was not present at the hearing.
