Planning Commission approves cable‑car trailer takeout at North Beach with 10 p.m. closing

The San Francisco Planning Commission on Feb. 11 approved a conditional‑use authorization to legalize a 124‑square‑foot cable‑car trailer for takeout service at the southwest corner of Columbus Avenue and Filbert Street in the North Beach commercial district. Planning staff recommended approval with a 10 p.m. closing time after meetings with the project sponsor and neighborhood groups.

Rick Crawford, Department of Planning staff, said the department had worked with both the sponsor and the neighborhood and concluded a 10 p.m. closing time was reasonable for the quieter portion of North Beach near the site. The sponsor, represented by Marcia Garland, and owner Dario Hajjian told commissioners they were agreeable to a 10 p.m. cutoff for the takeout operation.

During public comment, a consultant for the project and neighborhood supporters described the proposal as a compromise that would add a small food option while respecting residential character. Commissioner Bridal moved for approval with conditions; the motion was seconded and the commission recorded unanimous aye votes (commissioners Antonini, Borden, Lee, Seguin/Seguayo, Olague and President Ron Miguel voted in favor).

The vote formalizes the 10 p.m. closing time for the trailer’s takeout service as a condition of approval. The commission’s action was presented as advancing general plan objectives for neighborhood‑serving commercial uses while responding to neighbor concerns about hours of operation. The project sponsor indicated readiness to work with staff on any final permit language.

The approval concludes the public‑hearing portion of the item; staff and the sponsor will complete the required permit paperwork and conditions.
