San Francisco Board of Appeals re-elects Chris Huang, names Anne Lazarus vice president

The San Francisco Board of Appeals on Jan. 16 re-elected Chris Huang as president and unanimously elevated Commissioner Anne Lazarus to vice president.
The elections took place at the board’s first regular meeting after January; Vice President Frank Fung nominated Lazarus and the board voted 4-0 to approve. President Huang was then renominated and re-elected by the same 4-0 margin.
The meeting opened with procedural announcements, including speaker time limits (7 minutes for appellants and permit holders, 3 minutes for rebuttals, and 3 minutes for unaffiliated public comments) and the practice of swearing witnesses who wish their testimony to carry evidentiary weight.
Separately, the board granted a procedural continuance for item 8 (an appeal concerning work without a permit at 965 Mission Street) at the request of the appellant; the continuance was moved by President Huang and approved 4-0, rescheduling the matter for Feb. 13.
The meeting then moved into its substantive docket.
