A discretionary-review request from nearby neighbors over a proposed rear addition at 4639 19th Street was denied by the Planning Commission on Jan. 28, which voted to approve the project as proposed after reviewing shadow studies and design changes.
Planning staff recommended not to take discretionary review, saying the Residential Design Team had not found exceptional or extraordinary circumstances warranting discretionary review. Neighbors testified that the proposed second-floor extension would reduce sunlight, block views and intrude on privacy; they presented letters and suggested alternative massing that they said would provide equivalent interior space with reduced exterior impact.
The project architect and owners presented detailed shadow studies and photographs showing the proposed addition falls largely within the buildable area, includes five-foot setbacks on both sides at the second floor and that shadows largely fall on existing garden walls or areas already shaded. The sponsor also eliminated a proposed roof deck and spiral stair after neighborhood outreach to reduce privacy concerns. Commissioners reviewed the materials, heard proponents and opponents, and found insufficient grounds to take discretionary review. The commission voted unanimously to approve the project as submitted.
