Planning Commission denies entertainment permit request for North Beach venue at 565 Green Street

The Planning Commission on Dec. 17 voted 4-3 to disapprove a conditional-use request for live entertainment at 565 Green Street in North Beach. Planner Kevin Guy summarized the item and told the Commission staff continued to recommend disapproval; staff had prepared conditions for approval in case the Commission chose to proceed.
Captain Jim Dudley of the San Francisco Police Department told commissioners the area is already heavily concentrated with alcohol and entertainment outlets and said police resources are strained; he warned additional intensification would “place the burden on the SFPD” to abate predictable problems. Nearby residents and a hotel operator described late-night noise and rowdiness and asked commissioners to reverse or change the previous votes that had favored the use.
Several commissioners who voted against the permit cited concentrations of outlets, public-safety data and the proximity of existing liquor and entertainment venues. Commissioners who supported the applicant emphasized that the proposed use was limited to acoustical (non-amplified) entertainment and that the operator had satisfied food-service requirements.
Commissioner Segueira and others noted the conditional-use authorization would still require subsequent review by the Entertainment Commission if the Planning Commission had approved it. The motion to disapprove passed 4-3, with Commissioners Antonini, Borden and Lee voting no.
