Commission approves interim review and noticing policies for India Basin shoreline planning

The Planning Commission on Dec. 10 voted to adopt interim review and notice policies for the India Basin shoreline sub‑area while staff completes a larger India Basin sub‑area plan and zoning framework.
Matt Snyder of the Planning Department reviewed the ongoing planning process for the India Basin shoreline and explained that the Board of Supervisors’ interim controls were expiring. The interim policies approved by the commission require mandatory discretionary review for many changes of use, new construction and demolition in the sub‑area, expand neighborhood notification in selected districts, and provide authority to consider temporary interim uses such as staging or storage yards while permanent controls are finalized.
Public commenters from the area urged careful restrictions on industrial uses near homes, faster progress on the EIR and zoning, and meaningful outreach to communities underrepresented in earlier rounds of planning. Neighborhood advocates said the interim controls would protect residents while staff refines permanent rules.
The commission approved the interim policies and asked staff to continue targeted outreach to communities that had not been fully engaged in earlier rounds of consultation.
