Board continues penalty appeal over alleged unpermitted work at 1123 Folsom to Nov. 7

The San Francisco Board of Appeals continued an appeal concerning penalties for alleged construction without a permit at 1123 Folsom Street to Nov. 7, 2012.
Appellant Paul Antorno told the board he obtained permits on Aug. 9, 2012 and described a decades‑long, complicated history of notices dating to 1996; he said some earlier violations were abated and he subsequently pursued permits and paid fees. Antorno pressed the board to reassess a nine‑times fee based on a $25,000 valuation, saying much of the cited work (a handrail and fire ladder) did not warrant that multiplier.
Joe Duffy of the Department of Building Inspection (DBI) reviewed the file and said his permit research showed work present at the property with no associated permits; he provided copies of a more recent notice of violation and told the board additional investigation was needed to determine when the work was done and who performed it. Duffy said DBI has discretion in some cases when prior work was done by a previous owner but could not resolve the historic linkage during the hearing.
The board agreed to give parties time to meet and to allow DBI to research the 1996/2010 records further. The matter was continued to Nov. 7, 2012, on a unanimous 4‑0 vote.
