The applicant testified through a translator and described experience in acupuncture and massage, but commissioners concluded the record showed repeated failures to comply with conditions and public-safety concerns. Commissioner Antonini moved to disapprove and the commission carried the motion unanimously. Staff noted ongoing enforcement referrals to Building Inspection and DPH for identified code violations and said possible follow-up enforcement actions could be pursued regardless of the discretionary decision.
