Planning staff presented case 2009.0322C for 617 Sansom Street in the Jackson Square Historic District, recommending conditional‑use authorization to change a ground‑floor retail space to office use after a long vacancy. Staff said the new tenant (an architecture firm) would be accessible and likely generate more activity than the prior antiques tenant.
Speakers from the Jackson Square Association and the Jackson Square Historic District and local merchants opposed the change, arguing that the special‑use district was created to protect the retail character and that allowing non‑retail ground‑floor uses would harm the shopping corridor and other merchants. Property managers and the proposed tenant said the space had been vacant for years, the owners had upgraded the building and the proposed office would help activate the street, host community arts events and provide accessible space for disabled clients.
Commissioners debated the competing goals of preserving retail character and avoiding long vacancies. Several commissioners said the building’s special nature complicates the conversion and urged the sponsor to meet with neighborhood stakeholders. Commissioner Lee moved to continue the item until Sept. 17 with the public hearing left open so absent commissioners could participate; the motion passed unanimously.
The continuance keeps the public record open and gives the project sponsor time to discuss possible storefront treatments and community benefits with neighborhood groups before the full commission decides.
