Planning Commission denies request to extend 5898 Mission retail doors to 24 hours

The Planning Commission on July 9 disapproved a request to extend door access at the Arco at 5898 Mission Street, effectively denying the retailer’s application to allow customers into the store interior 24 hours a day beyond the existing windowed/bypass operations. Commissioners voted 4–2 in favor of disapproval after substantial neighborhood testimony citing public-safety, noise, and employee-safety concerns.

Neighborhood representatives described the corridor as an "alcohol restricted district" and told the commission that convenient full‑store operation overnight could increase crime and complaints. Speakers noted prior enforcement actions at the location, questioned the status of ABC licensing for beer and wine, and urged that the station maintain limited door access between midnight and 6 a.m. Local residents who live adjacent to the station described safety and quality‑of‑life impacts from 24‑hour retailing and large signage.

Representatives of the station and some business owners countered that opening doors for restrooms and limited extra morning/late‑night hours served customers and improved safety for patrons, including bus riders and late‑shift workers. One service representative said the site had a manager present most hours and that restroom access reduces customers seeking alternative, unsafe options.

After hearing public comment, the commission reaffirmed the earlier direction from a June 11 meeting and moved to disapprove the application for a 24‑hour interior access allowance; the motion passed 4–2, with Commissioners Antonini, Borden and Lee voting in favor of disapproval, Commissioners Moore and Seguaya against, and Commissioner Miguel in favor of disapproval.
