Kate McGee of the Planning Department presented the Balboa Park Station Area Plan's community improvements program, focusing on the plan's projects, funding strategy and administration. McGee said the plan area is roughly 210 acres, much of it publicly owned, and the program proposes a mix of street, transit, parks, open-space and community-facility projects. To help pay for the improvements, the department proposed an impact fee of $8 per gross residential square foot and $1.50 per gross commercial square foot; consultants estimate the impact fee would generate about $14 million. The department estimated overall implementation costs at about $95 million (roughly half already funded through existing allocations) and described an interagency plan implementation committee (IPIC) to prioritize projects and a monitoring program to track progress. Commissioners discussed coordination with City College, transportation agencies and community outreach; staff said a final adoption and EIR certification were planned at a subsequent meeting.
