Owners and contractors tell Board of Appeals they were targeted by repeated 'fabricated' appeals

Jim Bailey, who said he is the owner of 2244 Mason Street, told the board he had been a victim of actions by WB Coyle and estimated total losses in the hundreds of thousands; he said he had ongoing litigation against Coyle and asked the board not to accept appeals from him. John Solner and Ralph Vanderhoer described similar experiences, saying appeals were used as leverage to obtain listings or otherwise delay projects; they characterized some appeals as extortionate and costly to property owners.
Commissioners asked board staff to review records for any pattern of last-minute withdrawals or repeated filings by WB Coyle and to report back, acknowledging the public burden and the potential for abuse of the appeals process. No formal action to change appeal intake rules was taken at the meeting.
