Dan Sider of department staff opposed the rehearing request, saying Mr. Torres had not presented new information that would have changed the prior outcome and noting the sign had been considered in multiple prior appeals. Commissioners agreed that no materially new facts had been introduced.
The board voted 4‑0 to deny the rehearing request and directed that a notice of decision and order be released.
