Commission adopts annual baseline inventory of large tourist hotel rooms with notation on Commodore

The Planning Commission voted unanimously on Feb. 12 to adopt the Planning Department's baseline inventory of large tourist hotel rooms (hotels with 100 or more rooms) after staff made targeted corrections to the draft list and added a missing property (Club Quarters). Commissioners debated whether to include the Commodore Hotel, which at the time was leased to the Academy of Art and operating as group housing without a final conditional use approval.
Several commissioners argued it would be clearer to include the Commodore on the inventory now with an asterisk noting its status, rather than omitting it and risking ambiguity if a later conditional use request is considered. Staff confirmed the inventory is intended to reflect "commercially available" tourist rooms as of the adoption date; the commission chose to adopt Attachment A with the Commodore included and marked.
The inventory is used under a local ordinance that restricts conversions of large tourist hotel rooms into condominiums until sufficient replacement capacity is produced and managed under city policy. Staff said four hotels already have grandfathered conversion rights under a prior administrative queue for up to 550 units.
Next steps: staff will publish the adopted Attachment A inventory and continue to track hotel statuses and any requests for conditional use authorization.
