Public hearing held on draft EIR for San Andreas Pipeline No. 3; comments accepted through Jan. 28

The Planning Department and the San Francisco Public Utilities Commission opened a public hearing on the draft environmental impact report for San Andreas Pipeline No. 3 on Jan. 15. Carrie Dubzak (environmental coordinator) and SFPUC project manager Susan Howe described the project as a 4.4-mile, 36-inch-diameter pipeline intended to replace an over‑100-year-old main and improve system redundancy and seismic reliability.
Howe outlined alignment changes inside Daly City and San Francisco to reduce impacts to two private golf courses and to minimize traffic disruption along major streets. The draft EIR proposes trench excavation in many street segments but uses jack-and-bore under three major road crossings to limit surface impacts. "This project consists of the installation of a 4.4 mile long, 36 inches diameter pipeline," Howe said.
Staff reminded the public that the hearing was for comment on the adequacy of the draft EIR; final certification and approvals will be handled by the SFPUC at a later hearing. Written comments are being accepted through 5 p.m. on Jan. 28, 2009, and a second public meeting will be held Jan. 21 in Daly City.
