The project sponsor described the program and staffing; commissioners moved and the commission granted the conditional‑use authorization unanimously.
40 McLaren Avenue (neighbor‑initiated discretionary review): A neighbor requested discretionary review of proposed second‑floor additions alleging shadow impacts and loss of light. The project architect and nearby neighbors testified that the addition was modest and compatible with the area; the requesting neighbor presented photographs and a shadow concern. Commissioners determined the circumstances were not exceptional or extraordinary and voted to not take the discretionary review and to approve the project as submitted (unanimous vote).
Each approval included staff‑recommended conditions where applicable. For the Clay Street item staff will issue revised motion language consistent with the plans distributed at the hearing; for the 40 McLaren item staff will proceed with permit processing.
