SFMTA tells Board of Appeals it will step up medallion enforcement and hearings

Christian Hayashi, deputy director of taxi services at the San Francisco Municipal Transportation Agency, briefed the Board of Appeals on Oct. 13 about regulatory changes since oversight of the taxi industry moved from the Taxi Commission to the SFMTA. Hayashi said the agency’s mission for taxis is “service and safety,” and described a comprehensive review of taxi regulations, a revised penalty schedule, creation of a new SFMTA investigator civil-service classification, and closer coordination with police, the airport and the CPUC.
Hayashi told commissioners the MTA is prepared to present more medallion-revocation cases to the board than had come before it historically, but said staff would prepare cases carefully and not seek revocation arbitrarily. He said the agency wants to protect professional standards for drivers and ensure medallion holders operate responsibly. Jarvis Murray, enforcement and legal affairs manager, accompanied Hayashi and offered to return for more detailed presentations if the board wished.
