Planning staff updates commissioners on Transit Center schedule, CEQA guidance and Jan Gehl visit

Planning Department staff used the Commission's Sept. 25 meeting to provide procedural and outreach updates. Staff reported that the Transit Center draft plan is on schedule to be completed by the end of the year, with a draft environmental impact report expected next June, and described recent public meetings on urban design and streetscape proposals.
The department also noted that new consultant guidelines for preparing CEQA documents were issued on Sept. 11; staff said these are procedural instructions to standardize preparation of negative declarations and EIRs and are posted on the department website. Staff offered to provide hard copies to commissioners and consultants.
Finally, staff announced a week‑long visit and series of workshops with Danish urban designer Jan Gehl, including a public meeting and commissioner workshop in early October. Staff said the Gehl visit will include case studies and meetings with the mayor and other agencies.
Commissioners asked staff to report back on use of AIA pro bono training for staff and to confirm outreach approaches for large planning efforts.
