Erica Jackson of the Planning Department explained the request would permit construction of an approximately 8,700‑square‑foot library building, demolition of an existing ~10,000‑square‑foot grocery structure and a surface parking lot. Mindy Launetzky of the Branch Library Improvement Program, Department of Public Works, represented the sponsor and said the program had conducted several community meetings over five years and that the new library would serve the Visitation Valley neighborhood.
A nearby property owner raised questions about dust and demolition impacts during construction; staff and the project team offered to meet with the speaker after the hearing and the architect was present to respond to construction‑phase questions.
Commissioner Antonini moved to approve the item after removing it from consent; the motion passed on roll call. The commission also closed and granted the variance to deviate from parking requirements with standard conditions. No further action was required at that meeting; staff will follow up with the neighbor about construction mitigation plans.
