The San Francisco Planning Commission on July 17 approved a conditional use authorization for a revised church design at 2400 Noriega Street (case 2007.1019C), allowing a multi‑story institutional project to move forward subject to further design refinements.
Staff planner Rick Crawford described revisions since prior hearings: the sanctuary capacity was reduced from about 300 to 268, the number of classrooms was reduced significantly, off‑street parking was lowered from 12 to 10 spaces, and the overall floor area was reduced by approximately 244 square feet (later quantified as a net reduction of about 664 square feet in a design adjustment). Staff recommended authorization with conditions given compliance with applicable code and general plan policies.
Project sponsors and the architect presented the modified design, including a stepped‑back west elevation and other changes intended to reduce bulk and improve neighborhood fit. Neighbors raised concerns about privacy, setbacks, and transit access; one neighbor asked for a short continuance to explore additional rear setbacks. Another public commenter said the sponsors had responded constructively to earlier concerns and urged the commission to move forward.
Commissioners praised the iterative design process and asked the sponsor and architect to continue working with staff to refine details such as the garage door design, window proportions and facade expression. A motion to approve the conditional use with modified conditions requiring continued coordination on these items carried unanimously.
