Board adopts annual report, commends Deputy City Attorney Catherine Barnes

The Board of Appeals adopted its annual report for the prior fiscal year and passed a resolution thanking Deputy City Attorney Catherine Barnes for her service on Oct. 7, 2009.
Executive Director Cynthia Goldstein summarized the annual report’s highlights: the board met 32 times with two special meetings, heard 141 cases (including 116 appeals), and exceeded a 60% target for deciding cases within 75 days. She noted the office ended the year with a roughly $60,000 deficit that the mayor’s office helped close, and she described technology and process improvements (parcel database access, scanning and plans for a case-tracking database).
Commissioners praised Deputy City Attorney Barnes for her legal drafting and institutional memory. Commissioner Michael Garcia moved adoption of a resolution commending Barnes; the board approved the resolution 4–0. Vice President Peterson then moved to adopt the annual report with a minor correction to a commissioner’s start date; that motion passed 4–0 and the report was adopted as amended.
Goldstein said the board will pursue administrative efficiencies and database improvements and will return with proposed revisions to rules of procedure and updated resources for the public.
