Commission approves temporary valet parking at 400 Devisadero and expands First Source hiring triggers in Market Octavia

Staff and the sponsor described an on‑site attendant/valet operation; a neighborhood speaker raised concerns about late‑night noise. Commissioners added conditions requiring (1) the valet booth be located as close to the street and away from residences as practicable; (2) a visible sign requesting patrons respect the neighborhood and keep noise down; (3) a neighborhood liaison phone number to receive complaints; and (4) required landscaping to be installed and maintained. The motion to approve with these conditions passed unanimously.
Item 15 amended the First Source hiring ordinance. Staff said the ordinance would retain citywide reporting but in Market Octavia the commercial threshold that triggers First Source obligations would be lowered from 25,000 to 10,000 square feet; staff suggested removing an unnecessary reference to RTO districts. Commissioners approved the ordinance with the staff technical modification.
The approvals reflect typical neighborhood mitigation for temporary parking uses and an effort to apply local hiring rules more broadly in a focused planning area.
