Board upholds site permit for 485 Corbett Avenue after geotechnical review assurances

The Board of Appeals voted unanimously on July 29 to uphold a site permit for 485 Corbett Avenue, a hillside project contested by adjacent property owners who raised concerns about slope stability and the sufficiency of soil borings.
Appellant Alex Morolatos and his father described historic fill and slope concerns and urged more site-specific borings and foundation review. Don David, the project’s structural engineer, described a pier-and-grade-beam strategy for the rear addition and continuous spread footings at the front; he said the proposal ties into existing foundations and that the rear work would buttress and stabilize the building. Project manager Patricio Garcia and the project engineer also described additional structural measures.
Planning staff and Department of Building Inspection staff said the site-permit process is a staged review: site permits establish envelope and general character; structural and geotechnical details are reviewed at construction-permit stage and will include required special inspections and geotechnical observation during work. Hansen Tom and other DBI reviewers said the documents submitted contained the essential geotechnical elements and that DBI can require additional borings or testing during permit review if needed.
After deliberation the board concluded the application met site-permit requirements and voted 5–0 to uphold the permit. Commissioners emphasized that detailed structural and geotechnical review will occur at the construction-permit stage and that the project will be subject to required special inspections.
