The Planning Commission on April 3 approved a discretionary review for a contested fourth-floor addition at 398 Pennsylvania Avenue in Potrero Hill after a heated public hearing that included neighbors, architects and multiple commissioners.
Opponents argued the proposed top-floor addition would increase bulk, reduce light and air, and set a neighborhood precedent. Jeremy Paul, speaking for neighbors, urged the commission to reject any further enlargement until the project is found to be compliant with an earlier variance, saying, "I don't believe that this commission should approve any expansion of the building envelope until it's been established that the building has been built in compliance with the variance."
The project sponsors emphasized accessibility and family needs. Justin Hughes, the project sponsor, said the remodel was intended to create "a family home," noting accessibility for visiting elders and the recent birth of twins. Architects and the sponsor's supporters said the design attempts to unify an otherwise disjointed existing structure and provides accessible routes to the upper floors via an elevator.
Staff presented an alternate compromise (Option 4) with a north setback intended to reduce perceived massing; the sponsor preferred Option 5 (no south setback). After deliberation Commissioner Antonini moved to approve the project with the north-side setback and no south-side setback (Option 5). The motion passed by roll call: Antonini Aye; Soule Aye; Bill Lee Aye; Moore No; Segaye Aye; Olague Aye (motion passed 5-1).
What happens next: Staff will incorporate the approved plan and conditions into the permit and the project sponsor may proceed subject to standard building permits and any conditions the commission recorded.
