Planning Commission approves Relief Herbal Center relocation to Mission Street

The project sponsor, represented by community organizer Alex Franco and operators Dale and Heidi Henley, described no on-site consumption, bilingual service plans, discounts for veterans, and expanded patient services at the proposed location. The sponsor submitted petitions, letters of support and explained outreach efforts.
Public testimony was divided. Nearby hotel residents and some neighbors spoke in opposition citing concerns about loitering, public safety and neighborhood character. Supporters, including patients, neighborhood advocates and representatives of Americans for Safe Access, described the dispensary's patient services, bilingual access and security measures; the sponsor's security director said staff would verify credentials, manage curbside parking and reduce nuisance activity.
Commission deliberations emphasized transit access and the sponsor's security commitments. Commissioner Bill Lee moved that the commission not take discretionary review and approve the project as proposed; the motion was seconded and carried on a roll-call vote with all commissioners recorded as "Aye." The project was approved.
What happens next: The approval authorizes the dispensary to relocate subject to the conditions in the zoning and project file; the sponsor and staff will follow up on any conditions imposed by the permit and neighborhood outreach commitments.
