The Planning Commission unanimously approved a conditional use authorization on Feb. 22 permitting the Community Youth Center (CYC) to operate at 1042–1046 Post Street in the Polk Street neighborhood commercial district.
Staff described the request as a large‑institution conditional use because the proposed nonresidential program area exceeds the zoning threshold. CYC Executive Director Sarah Wen told the Commission the organization serves more than 3,000 low‑income, high‑need youth annually with programs in education, employment training, behavioral health and outreach. Wen said the organization purchased the building to secure a long‑term home and that approval of the conditional use is necessary to accommodate space‑intensive programming.
Staff and commissioners acknowledged that a medical cannabis dispensary operates across the street, and staff recommended, and the Commission accepted, language in the conditions that recognizes the spatial and chronological relationships among uses on the block. The Commission approved the conditional use authorization with findings that the project meets applicable planning code and general plan tests and encouraged the applicant to coordinate with relevant community and regulatory partners as program occupancy begins.
