DBI inspectors reported measured crawlspace heights during the site visit and said the basement excavation existed but did not yet require shoring; DBI said there was no obvious technical reason to deny the tested foundation permit.
Commissioner site-visit testimony and conflicting accounts about the presence and timing of excavation led to a contentious exchange. Commissioner Goh moved to grant the appeal and overturn the permit on procedural and clarity grounds, but the board was deadlocked 2 to 2 (Vice President Peterson absent) and the motion failed, so the permit stood. Commissioners asked staff to clarify permit history and consider consolidating permits where appropriate to avoid future confusion.
