Board upholds Phase 1 permit at 170-172 Clara Street; Phase 2 remains pending

The board reviewed an appeal of a two-phase permit at 170-172 Clara Street on June 3. DBI Chief Lawrence Kornfield said Phase 1 covers seismic and structural renovations and did not change occupancy; Phase 2, which proposes changes to use and occupancy, remains pending and was submitted in February with the required Section 3.12 notification. Planning staff reported successful negotiations with neighbors and said no discretionary review applications were filed on Phase 2.
Permit counsel said modifications had been agreed to with adjacent neighbors and proposed findings and drawings were before the board. Commissioners discussed adopting findings, referencing hearing dates and incorporating the April 29 drawings into the record. The board voted 5-0 to deny the appeal and uphold the permit as revised with amended findings and conditions.
Planning and DBI staff were directed to refine the findings language and, if desired by the board, include the drawings as exhibits to clarify the permitted scope.
