Commission backs Excelsior alcohol overlay, stalls on North Beach; merchants urge more study

North Beach merchants, business organizations and many residents opposed the North Beach overlay as initially drafted, calling it overbroad, insufficiently negotiated with stakeholders, and likely to exacerbate vacancies and economic harm by constraining a neighborhood that relies heavily on eating and drinking establishments and tourist activity.
Commission debate focused on whether to adopt a cap, require conditional‑use review for changes such as adding beer and wine service, and how long a business may remain temporarily closed without losing its liquor license. A motion to approve the Excelsior component passed unanimously. Multiple motions to adopt or amend the North Beach overlay failed; the Commission ultimately voted to withhold recommendation on the North Beach component and asked staff and the sponsoring supervisors to pursue further dialogue with merchants, neighborhood groups and City departments before returning the proposal to the Commission.
Next steps: Staff will present corrected mapping details (staff noted a GIS mapping error) and return with clarified language and additional outreach results; the Commission urged supervisors to consider staff’s suggested amendments if the effort advances at the Board of Supervisors.
