Commissioner Seguaya asked whether the ban on smoking required taking a more formal discretionary review; staff and counsel said a condition prohibiting smoking could be imposed as part of the project approval and that building permits will be conditioned accordingly. The motion to approve (not to take discretion) passed unanimously.
