The San Francisco Board of Appeals continued two contested permit matters for renovation work at 786
nd 792 First Avenue to April 22 and ordered a Department of Building Inspection site visit and further documentation from the permit holder.
Tenants said the renovation applications are a pretext to displace long-term, low-rent occupants and described habitability problems including intermittent heat, leaks and suspected dry rot. Donald Krause and Peter Triposi, long-time residents, testified about living conditions and the threat of displacement. Krause said the kitchens and bathrooms he occupies are in good condition and urged the board to deny or limit the permits to habitability repairs.
Property manager counsel Elizabeth Earhart, representing trustee Lena Ricci, said the permits respond to repeated DBI complaints and that the owner had begun investing in building repairs after taking management responsibility. Earhart said contractors reporting to the manager documented dry rot and other structural issues in Peter Triposi—s unit and that the planned scope was necessary to remedy those health and safety issues.
DBI inspector Spencer Gosh confirmed multiple housing complaints and notices of violation and said the department had not yet seen a complete permit package to correct all open violations. The board asked DBI to revisit the site, asked the permit holder to supply a clear scope of work, cost estimates and a proposed schedule, and continued the appeals to April 22 to allow the parties to submit that material in writing.
What—s next: The board will reconvene these matters on April 22 with DBI—s inspection report and additional written submissions from the permit holder; tenants and owner representatives were instructed to provide documents to the board in advance.
