The Planning Commission on Nov. 8 approved a conditional‑use authorization for a Subway franchise at 4841 Mission Street, a long‑vacant storefront in the Excelsior neighborhood, after hearing testimony from the property owner, the applicant’s development agent, and the neighborhood association.
Staff recommended approval of the formula‑retail application after neighborhood outreach because the owner had resisted predatory/unsuitable uses (fringe financial services and adult entertainment) and because local community organization Excelsior Action Group supported the proposal as a stable tenant that would invest in the storefront and hire local residents. The property owner, Maria Cisneros, told the commission the site had been vacant for more than a year and that the Subway operator proposed a 20‑year lease and about $200,000 in tenant improvements.
"We met with local residents and businesses and concluded this use would help stabilize the block and provide low‑cost healthy options," said Christy Johnson of the Excelsior Action Group. Opponents urged the commission to prioritize independent, local businesses and raised parking and sidewalk congestion concerns; supporters said the confined, narrow space had been repeatedly vacant and the franchisee committed to local hiring.
The commission voted in favor of the conditional‑use authorization, recorded as a 5–1 decision (Commissioner Moore voted no). The planning department will issue the conditional‑use authorization and the property owner and franchisee will pursue building permits and tenant‑improvement work.
Next steps: the applicant and owner will proceed with building permit filings and comply with conditions in the authorization; planning staff will monitor the storefront conversion and coordinate with DPW on any outdoor seating or sidewalk encroachment.
