They asked for enforceable measures: a flag person for traffic control at the top of the hill, limits on overnight equipment storage in the street, and clearer communication channels.
Meredith Jones, counsel for the permit holder, urged the board not to attach duplicative permit conditions for matters already covered by the city’s enforcement agencies, and suggested a preconstruction meeting as a practical forum to resolve details. Lawrence Kornfield of DBI reviewed applicable enforcement mechanisms and encouraged mediation by inspectors as a first step.
The board settled on a package of measures: require a preconstruction meeting with DBI and DPT staff; limit construction hours to Monday–Saturday, 7 a.m.–6 p.m.; prohibit street blockage before 8 a.m. or after 5 p.m.; require the permit holder to confer with DBI on off‑site storage; and designate contact persons for the neighbors and the permit holder during construction. Commissioners said the conditions aimed to provide neighbors practical protections without creating an unworkable dual‑enforcement regime. The motion passed 4–0 (Commissioner Garcia absent).
