SAN FRANCISCO — After public testimony from neighbors opposed to a third-story massing and rear-yard intrusion, the Planning Commission on April 12 approved the discretionary review for 542 Kansas Street with the rooftop deck removed.
Staff recommended approval, concluding the proposal complied with the residential design guidelines and that the addition would not create extraordinary circumstances warranting denial. Neighbors urged a 15-foot setback, elimination of the deck and rescission of a previously granted rear-yard variance; they said the addition would change the block’s midblock greenbelt character. In response, project representatives said the addition is contextual, the area behind the subject property is largely paved, and adjacent neighbors had provided letters of support.
The commission voted to approve the project and eliminate the top deck; commissioners and staff clarified that the addition’s rear elevation is about 16–17 feet above grade at the rear, not the larger height some neighbors described.
