Officer Gallagher of Northern Station and vice-squad representatives attended and supported 5 a.m. as an acceptable compromise for public safety.
Commissioner Michael Antonini made the motion to approve the project with the 5:00 a.m.–2:00 a.m. hours; the motion passed on recorded aye votes.
