Board Debates Dropping Court Reporter Requirement, Considering SFGTV as Official Record

The Board of Appeals spent time reviewing budget-driven contingency plans that would allow the Board to designate the SFGTV video recording as its official administrative record instead of requiring a court reporter at hearings.
Board staff said the department must submit contingency reduction plans and offered a timeline: if the board gives preliminary direction, staff would calendar a formal rule amendment with at least 10 days' notice and could implement a change effective June 30, after which staff would not solicit a new court reporter contract to start July 1. "If the board were to decide to keep the court reporter requirement, I would have to submit a second contingency plan," staff said.
Commissioners expressed concern about service quality and the role of a court reporter for administrative records. Several commissioners noted that if the board favored eliminating the court reporter, the board would need to hold a formal calendar item amending its rules.
The board did not take immediate final action on the rule change during the session; staff left with direction to prepare a calendar item for formal consideration under the Board—s rule-change procedure.
