Project owner Norman Tsao and supporters — including the Outer Sunset Merchant Association and the local police station representative — told commissioners the business has been family‑run and neighborhood‑oriented for many years. Opponents cited existing parking and street‑cleanliness concerns in the corridor. Several speakers urged caution about additional parking pressure on Irving Street.
Commissioners and staff revised condition language to require an enclosed garbage area that meets health‑code standards and is vermin‑proof, and added a requirement that all garbage containers be kept within the enclosure until collection. The commission also approved extended hours — midnight on weekdays and 1 a.m. on weekends — requested by the sponsor, while adding a six‑month reporting requirement: project sponsor must submit a report to the zoning administrator and the police department documenting any calls for service or complaints, and the commission retained the ability to revisit and, if necessary, revoke the permit.
Commissioner O’Malley moved for approval with the amended conditions and an enforcement mechanism; the motion carried unanimously.
