The Planning Commission unanimously approved a conditional‑use request to demolish two existing structures at 4716 and 4722 Mission Street and construct a five‑story mixed‑use building with eight residential units and ground‑floor commercial space.
Planning staff presented the project and said it is located in an NC3 zoning and 65A height/bulk district in the Outer Mission; a certificate of categorical exemption was issued on Jan. 8, 2007. Staff received two phone calls and two letters in support, including endorsements from the Outer Mission Residents Association and Encore (Excelsior Neighborhood Revitalization Group). "The department recommends approving the conditional use request," Sophie Middlebrook told the commission.
Commissioners questioned whether the project was subject to recent inclusionary‑housing requirements and staff explained that the application was filed before the July 2007 deadline and therefore escaped the new provisions. After public comment in support from neighborhood representatives, Commissioner Bill Lee moved to approve and the motion passed on roll call with all present voting Aye.
The approval allows the project sponsor to proceed to permitting and subsequent building steps consistent with the conditions and applicable code standards.
