The Board of Appeals considered an appeal of a permit for a two-story detached accessory structure at 76 Laidley Street that neighbors said would intrude into the neighborhood’s mid-block open space near Billy Goat Hill. After hearing neighbor testimony, the project sponsor’s design presentation and the Planning Department’s recommendation, the board voted to uphold the permit.
Architect Hiromi Ogawa and project sponsor Joe Kian described design revisions that reduced footprint and massing, set the second floor back 10 feet and incorporated a sedum-roofed, landscape-forward approach to minimize visual impact. Planning staff said the proposal complied with the applicable rear-setback and residential design guidelines and noted review by the residential design committee and the Planning Commission’s prior 4–2 approval.
Opponents argued the project would set a precedent for rear-yard structures that degrade the greenbelt character of the mid-block open space; supporters—many neighbors—said the structure was modest, screened by foliage and compatible with the hillside site. The board noted the project stays within buildable area and relevant zoning standards; under the city charter a four-vote threshold is required to overturn a permit and the appeal failed to meet that threshold. The permit therefore stands with no new conditions.
Next steps: Permit holder may proceed with construction under existing approvals; Planning Department will monitor any related permit activity for the front-house renovation.
