Deputy City Attorney Barnes explained the administrative record has multiple related documents — an administrative bulletin and several letters of determination and corrections — and that it was unclear which documents were appealable and whether parties had relied on later revisions. Barnes proposed giving a clear 15‑day appeal window and handling subsequent revisions as part of a single consolidated appeal process, with a hearing date proposed for October 1 and an aligned briefing schedule.
Union Local 2 and other interested parties at the hearing said they supported consolidation so they need not file multiple appeals; representatives of affected hotels including the Grand Hyatt and the St. Francis said the schedule was appropriate. Planning Department senior planner Anne Marie Rogers told the board the department supported the consolidation and that it would help manage complicated briefing and evidence across interested parties.
President Garcia moved to adopt the City Attorney’s proposal; Commissioners Goh and Peterson voted Aye; one commissioner was absent. The board instructed staff to accept appeals filed within the new window and to place consolidated matters on the October 1 calendar.
