Representatives (attorney Joe Alford and owner Kevin Reed) stressed the delivery‑only approach, special patient needs (hospitalized or home‑confined chronically ill patients) and prior efforts to comply with state and city regulations. Support letters and a supervisor’s endorsement were noted by counsel. A neighbor who lives nearby raised concerns about safety and past enforcement in the area; the sponsor and counsel described outreach and offered direct contact and a neighborhood liaison to address concerns.
Commissioners asked operational questions about loading/unloading, vehicle circulation and neighborhood liaison commitments; staff and the sponsor described operational plans to avoid curb clogging and to coordinate with code enforcement if problems emerge. With no significant opposition at the hearing beyond one caller who requested continued dialogue, the commission approved the application and directed standard conditions and ongoing neighborhood communication.
The decision allows the Green Cross delivery operation to continue under the permit with the standard conditions and with the expectation of local liaison engagement to respond to neighborhood questions or incidents.
